Dr. Cisneros’ professional experience comprises technical, managerial and institutional aspects of rural development, forestry, environmental and social issues, acting from the public and private sectors.

During the last 35 years he has worked as a research scientist, entrepreneur, consultant, manager and director. He has been active in forestry and forest products, natural resource management, rural development and the environment at community, local, sub-national, national, Andean and global levels. His leadership and innovative mind has been exercised from government, private business, NGO and international institutions, from planning and program design to fundraising, negotiation,implementation and supervision as well as institutional representation.

Recently, from October 2018 to March 2024 he directed USAID Pro-Bosques as Chief of Party, a project implemented by a consortium led by Tetra Tech International to strengthen sustainability, legality, competitiveness, and social inclusion in the forest sector in the Peruvian Amazon contributing to the mitigation of climate change.

Abstract

This presentation shows what may happen when government, development partners, private sector, civil society organizations, and local Indigenous communities collaborate to reduce deforestation, conserve biodiversity, mitigate climate change, and promote sustainable natural forest-based livelihoods within the Peruvian Amazon.

Through strategic technical assistance based on evidence studies and flexible approaches, the USAID Pro-Bosques project team (2018-2024) was able to accomplish significant goals in the three components: Governance, Competitiveness and Indigenous Empowerment. Although there is still much to do to ensure long-term conservation of Peru’s forests, Pro-Bosques accomplishments are widely recognized as milestones for advancing the forest sector, despite often adverse context conditions.  Stand-out achievements include the building and implementation of the integrated information system for administration, control and wood traceability; incorporation of timber and non-timber forest products in public procurement and funding programs; establishment of local forests for small producers; strengthening the network of forestry public training and innovation centers (CITE); improvement of land tenure in native communities, production and income generation activities and the participatory construction of a national Indigenous Forestry Agenda, among others. 

At the heart of Pro-Bosques is true partnerships via promotion of key stakeholder direct engagement, strategic use of existing structures and public funding.
